8.5 C ONSTRUCTION / S TARTUP / C OMMISSIONING

DEFINITION: What is Construction / Startup / Commissioning? After final design approval, construction begins, which requires oversight through progress reviews (onsite). The phase includes construction, installation, and start-up of the project, including activities to ensure proper completion and execution in accordance with the requirements of the contract documents. Once construction is complete, the debug phase will begin. Debug will continue until readiness to execute factory acceptance test plan (FAT). Typically, successful FAT leads to shipment of equipment and a progress payment. Once onsite, installation, start-up debug and site acceptance testing (SAT) will occur. Once all SAT requirements are met, commissioning testing under full scale conditions would typically occur.
