Definition: What is the Concept Phase and Capital Plan Gate? The Concept Phase focuses on the project alternatives evaluation and selection, to address the desired business objectives. The Capital Plan Gate is in place to approve the project progress for incorporation into the Capital Plan and move to preliminary design. Elements/Process/Details Ask your team these gate review questions:

• Is the concept aligned with the Business Objectives? • Do we agree on one recommended alternative? • Does the project go into the Capital Plan?
