7 R EQUEST FOR C APITAL E XPENDITURE (RCE) Definition: What is Request for Capital Expenditure (RCE)?

The RCE is the Abbott financial document that outlines the business plan and technical aspect of a project. It authorizes spending for projects and must be fully approved before funds are committed or spent. Abbott Requests for Capital Expenditure (RCE) are governed by the Corporate Finance Manual (CFM) requirements CFM 1000 and CFM 1010. It serves as the proposed “Contract” between project team and financial owner/management.

Process/Elements/Details Timing /Format of RCE Submissions

Following the successful completion of the Gate 3 Review and proper approval to proceed, the formal Request for Capital Expenditure must be prepared and submitted for review and approval. The routing is governed by the size and type of project and is routed first through the Division level approving authority and where applicable based on the size and type of request following Division approval, the request is routed to Abbott Corporate for review and approval. Time must be allocated in the Project Schedule for review, routing, and approval of the request at both the Division level and Corporate level. All RCEs are to be prepared and submitted electronically, using iRCE Database (Abbott Single Sign-on). All Abbott employees with 511 have access. The buttons on the main dashboard include an iRCE SharePoint link to the "RCE Information Center SharePoint site" where additional training, contacts and guidance documents are provided.
